The Annual Call for Legislative Page Applications

September 4, 2009, Lincoln—Every year the Legislature is supported by a group of bright and energetic college students. The students are hired to serve as legislative pages. Pages often have a keen interest in or curiosity about state politics. Some have gone on to become state senators, while many others continue to work in the public sector after they graduate from college.

The pages perform valuable services for the Legislature, such as helping with preparations for public hearings, assisting senators during committee meetings, and monitoring procedural issues and controlling microphones in the Chamber during floor debate. Kitty Kearns, page supervisor for over 30 years, says that pages have a great opportunity to learn about our legislative process and to get a real insider’s look at how the Nebraska Legislature conducts its business. Kitty also notes that, while performing their important duties, the pages still have a lot of fun and develop friends that last a lifetime.

The deadline for submitting page applications and letters of recommendation for the 2010 legislative session is Friday, September 25th at 5:00 p.m. The Page Selection Committee will meet in mid-October to choose individuals to fill the vacant positions. Pages work four-hour shifts and must be able to work 20 hours a week during the session. The 2010, 60-day session will begin on January 6th and continue through mid-April.  The hourly wage for first-year pages is $9.28 per hour, and returnees are paid $9.65 per hour. In many instances pages may be eligible to receive college credits hours for their legislative service.

The Selection Committee chose a student page from the second legislative district in 2008 and again in 2009. I would be very proud to see another page from our district on the floor of the Legislature during the 2010 session.

Dear Editor,

My name is Pat McGahan and I am a member of the Louisville Citizens For A Better Bond committee (LCFABB ). The committee would like to thank you for offering equal opportunity for those FOR and AGAINST the bond issue to voice their opinions.
 
Equal opportunity and freedom of thought, opinions and speech are important principles of a democracy and that is what makes this country great. We believe that the majority of the people campaigning FOR and AGAINST the bond issue are just trying to do what they think is best for our school district and our opinion that a BETTER BOND can be created is just that – an opinion.

I want to address the phrase BETTER BOND because we believe those campaigning FOR the bond are not clear on what this phrase means. LCFABB chose the tag line “Demand a Better Bond” because that is our hope for the future. We would like to see a BETTER BOND issue passed. We felt this was a positive way to put it rather than just saying vote NO.
 
We wanted to make it clear that we support a bond issue for the school, just not this one. No, there is no other bond “out there” - we never said that there was. The alternative bond issue ideas that we presented on our website under “possible solution scenario” are suggestions – things that we think could and should be considered. It will be the administration, the school board and we assume a steering committee’s responsibility to create a BETTER BOND if this bond issue fails.

By now, everyone who has read the information on our website, www.LHSBond.com , and read the three brochures that we have mailed to registered voters in the district knows why we are opposed to this particular bond issue.
 
We have been accused of lying, creating confusion and dividing the community, when in fact we have been truthful, provided clarity regarding what was actually in the bond proposal and educated the community.
 
All of the information presented in our brochures (which contained mostly financial/budget information) was taken directly from documents given to us by the School Board and Citizens Committee. To be specific, the document was a spreadsheet entitled “Louisville Referendum Budget $7.65 million Option” and was dated 4/10/2009. This document lists the budgeted cost of each item, the per square foot costs of the new building addition and the soft costs for the project.
 
We want to make it clear that we support a new parking lot and road in/out of the school area. We agree that a new band room is needed. We agree with the upgrades to the old gym. We agree with expansion of the existing elementary playground and many other things being proposed. Unfortunately, these things are tied to a bond issue that also asks the taxpayers to pay a hefty price for a football field, track and athletic complex costing millions of dollars more. Why? Because the easiest way to get it all passed is to tie the “wants” in with the “needs” and campaign for it all under the umbrella of education and safety for our children.
 
For example, “If the overriding concern is the safety of our track and field athletes, then why wouldn’t a 6-lane track for practices and smaller track meets be sufficient?” Perhaps 6 lane tracks are no longer the norm but we encourage you to visit

about Omaha South High’s brand new 8.7 million dollar football field and 6-lane track practice facility which, by the way, was paid for with 6.5 million in donated funds. We are not saying a 6 lane track is the answer or that an 8 lane track is out of the question. We are just asking that all alternatives be adequately explored.
 
Sure, building costs and interest rates are low right now but that doesn’t mean we should rush in to this project and accept the first design/budget proposed. Let’s put it this way. Suppose you are building a house with YOUR money. Would you spend more than necessary just because costs and interest rates are low? No, you would probably try to keep the budget down so that your house payment was affordable and didn’t commit you to something you could not afford over the long term – a mortgage you could pay off sooner rather than later.
 
Well, the school district is spending YOUR money and making decisions that will tie up bond financing for the next 15 years. All we ask is that they be good stewards of our money and spend it wisely. Those for the bond issue maintain that the tax increase you will see is minimal, but I looked at my personal tax statement and there were 11 taxing entities and out of those 10 of them increased, for a total of $236.00 per year or $19.00 dollars per month on my mortgage payment. It is not just about the extra amount that this school bond will require from taxpayers but about the cost of all the other things that impact our lives too.
 
These are some of the toughest economic times that any of us have ever seen and economic uncertainty abounds. The recession did not get here overnight and will not go away overnight. No one can say for sure what construction costs and interest rates will be doing over the next year and we do not feel we should make hasty/wrong decisions based on today’s costs and rates.
 
As we have said all along, “it’s about spending the money right, not right now”. Finally, it is true that Louisville is most likely going to get stimulus money. However, the stimulus money is NOT tied to the passing of this bond issue. We will not “lose it if we don’t use it” on a bond issue. Louisville Public Schools will get this money whether the bond issue passes or fails and the money can go into the school’s general fund.

I will close by saying that we believe people with mutual respect for their fellow citizens and people who believe in a democratic process can rise above disagreeing about an issue. Those without respect for each other and the democratic process will resort to negativity, finger-pointing and name-calling– and it is those people who divide the community. Unfortunately, this has happened on both sides of the issue because no one can control the words and actions of another person.

I personally would like to encourage all voters to fill out their ballots and mail them in regardless of how you vote!
